In order to thoroughly implement the "Opinions on Strengthening the Construction of New Type Think Tanks with Chinese Characteristics" by the Central Office, CCCPC and the General Office of the State Council, promote the construction of a new type of think tank in Shandong, initiated by the Shandong Academy of Social Sciences(SASS), the Provincial Political Research Office, the Provincial Government Research Office, the relevant universities, the key think tanks and the local social sciences institutes jointly established the “Shandong Think Tank Alliance”（SDTTA）and opened the SDTTA online website.

First, the functional positioning of 

According to the party and the state's decision-making on building a new type of think tank with Chinese characteristics, and the requirements of the provincial party committee and the provincial government for the construction of a new type of think tank in Shandong, SDTTA actively promote the construction of new think tanks in Shandong. As the "think tank" of the party and government, SDTTA fully play the role of consultation, theoretical innovation, public opinion guidance, service society and public diplomacy. SDTTA continuously improve the ability of scientific research and innovation, improve the level of service decision-making, support scientific decision-making with scientific advice, lead scientific development with scientific decision-making, contribute to building a strong economic and cultural province.

Second, the development goals of SDTTA

SDTTA aims to serve the party and the state, the provincial party committee and the provincial government, the local party committee and government for scientific decision-making. SDTTA adheres to the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, “Three Represents” and Scientific Outlook on Development, in-depth study and implement the spirits of Xi's series of important speech. With the aim of serving the party and government’s decision-making, SDTTA take policy research and consultation as the main direction, focus on improving organizational form and management method, take the deepening of reform and innovation as the motivation. With the goal of launching scientific achievements of high quality and servicing decision-making, we strive to build a new type of think tank with shandong modern characteristics.

Third, the main tasks of SDTTA

1. Promoting the construction of a new type of think tank in Shandong.

STTA conscientiously implement the "Opinions on Strengthening the Construction of New Types of Think Tanks with Chinese Characteristics" by the Central Office, CCCPC and the General Office of the State Council. According to the requirements of the provincial party committee and the provincial government for the construction of a new type of think tank in Shandong, as the main force, the Local Academy of social sciences fully play its roles, promote the construction of key and new think tanks based on their own situation. STTA strive to build a new brand of Shandong think tank, cultivate a innovative team, which adhere to the correct political direction, has both ability and political integrity, provide advice for the public policy research and decision-making. More Shandong think tanks could enter the ranks of national key think tanks.

2. Joint researching on major subjects

Focusing on the theory and practice of socialism with Chinese characteristics, SDTTA thoroughly studies the spirit of the important speech of General Secretary Xi Jinping, in-depth studies the major strategic decisions of the party and the state, intensive research on major theoretical and practical issues. Focusing on the construction of a strong economic and cultural province, we will thoroughly research on how to achieve "phoenix nirvana, vacating cage to change bird" by speeding up the transformation and adjust the structure. Focusing on the development of economy and society, we will carry out investigations and joint research on important fields, development strategies and plans, strive to launch a number of scientific achievements that have an important impact on the development of economy and society.

3. Serving the party and government for scientific decision-making.

Focusing on major subjects, which are needed by the party and the state, which are concerned by the leaders of the provincial party and the provincial government, which are in urgent need for decision-making. Focusing on the major tasks of The Four-Pronged Comprehensive Strategy (Finish building a moderately prosperous society, Deepen reform, Advance the law-based governance of China, Strengthen Party self-discipline), we will research forward-looking, targeted and reserve policy, propose professional, constructive and practical suggestions, improve the  abilities of research and planning, improve the level of service for decision-making and society, realize the interaction between the think tank and the party and government.

4. Establishing an academic exchange platform.

We will hold high-level academic forums and conferences, which are rich in Shandong's local characteristics, and closely linked to the construction of a strong economic and cultural province. To build an academic exchange platform and famous brand of Shandong think tank, expand the academic influence and improve the conversion rate of scientific research achievements. SASS opened the SDTTA online website, established "Shandong Social Science Report" and reported the achievements of think tanks in the "Readings", "Scientific Research Report", etc. SASS promote the sharing of information on new think tanks and serve the construction of a new type of think tank in Shandong. SDTTA will communicate with well-known think tanks at home and abroad, learn from the research methods of well-known think tanks, improve the popularity of the Shandong  think tank and promote the construction of new think tanks in our province.

5. Training talents for the new think tank.

In order to develop the new think tanks, the talent management system will be quickly established, the talent work mechanism of “talent-discipline-platform” will be improved. We will introduce a group of young talents with innovative capabilities and train a group of management talents who have both ability and political integrity, advanced management concepts and strong organizational and coordination capabilities.

6. Launching High-quality research productions

To improve the capabilities of research and innovation, launch High-quality research productions,

the Innovative engineering of SASS was established, to launch more High-quality research productions with Shandong characteristics. A scientific evaluation system will be established, to examine the results of think tank. Based on the principle of unity of independence and relevance, testability and comparability, feasibility and simplicity, we strengthen research output and focus on scientific research performance. The outstanding research productions shall be rewarded.
