From June 25th to 29th, with the approval of the Ministry of Human Resources and Social Security, SASS hosted a national-level advanced seminar on “New and Old Kineticc Energy Conversion and High-Quality Economic Development”. At the opening ceremony, Xu Fang, deputy director of the Department of Professional and Technical Personnel Management of the Human Resources and Social Security Department of Shandong, delivered a speech. Wang Xingguo, deputy secretary of the Party Committee of SASS, attended and spoke at the seminar.  

Xu Fang emphasized that this advanced seminar is one of the six national-level advanced research projects undertaken by our province this year. The Ministry of Human Resources and Social Security has entrusted the advanced seminar to our province, which fully reflects that  the work of our province was paid close attention and the strength of SASS was recognized. She hoped that SASS will take this seminar as an opportunity to closely contact the experts inside and outside the province and strive to build a highland of thought, academic hall and cradle of talents for the new and old kinetic energy conversion.

Wang Xingguo introduced that in terms of new and old kinetic energy conversion and high-quality economic development, Shandong Province was guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th Party Congress, thoroughly implemented the spirit of the important speeches that General Secretary Xi Jinping made when he inspected Shandong and participated in the deliberation by the Delegation of Shandong at the 13th National People's Congress. Shandong will firmly and steadily move  towards high quality development. Since the 11th party congress, Shandong has actively implemented the new development concept, has promoted the quality reform of economic development, efficiency reform and dynamic reform and vigorously promoted supply-side structural reform. After the “General Plan for the Construction of Shandong comprehensive test area for new and old kinetic energy conversion” was approved, the provincial party committee and the provincial government quickly and comprehensively launched new and old kinetic energy conversion major projects, implementation planning and opinions were successively issued with clearer objectives and clearer routes. Speeding up the construction of Shandong comprehensive test area for new and old kinetic energy conversion is becoming the strategic pivot to achieve high quality development in Shandong, and a batch of landmark work focusing on high quality development has been achieved.

Wang Xingguo pointed out that in the process of promoting the conversion of old and new kinetic energy and promoting the high-quality development of the economy in Shandong Province, SASS has fully played the role of the “think tank” of the provincial party committee and the provincial government. In 2017, SASS undertook a major project assigned by Liu Jiayi, Secretary of the Shandong Provincial Party Committee, “Research on the Talents Supported Conversion of New and Old Kinetic Energy”, organized the “Research on Some Major Issues in the Conversion of New and Old Kinetic Energy”, launched a number of important research works, provided strong intellectual support for promoting the conversion of old and new kinetic energy.

Wang Xingguo emphasized that this seminar aims to implement the spirit of the 19th National Congress, deeply study Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, profoundly understand the importance, arduousness and strategic significance of building a modern economic system and scientifically grasp the goal and focus of construction of the modernized economic system. We should cherish the opportunity, seriously discuss, combine with practice, in-depth think; observe discipline, establish an image and work together to achieve good training effect.

The training time totaled 40 hours, mainly in the form of expert lectures. Experts from the National Development and Reform Commission, the Chinese Academy of Social Sciences, Renmin University of China, SASS and other scientific research institutions, universities and Shandong provincial government departments were invited. Experts systematically interpret the relevant policies of new and old kinetic energy conversion from various aspects, industrial restructuring, industrial upgrading and new and old kinetic energy conversion; direction, carrier, foundation and policy recommendations for new and old kinetic energy conversion, rural revitalization and new and old Kinetic energy conversion, financial thinking and financial support for new and old kinetic energy conversion, new and old kinetic energy conversion and Shandong economic development, etc., deeply understand the essence and basic essentials of the new and old kinetic energy conversion, focus on the hot and difficult issues in the process of conversion of old and new kinetic energy,  explore ways and paths of conversion of old and new kinetic energy.

At the same time, it also arranged discussion and exchanges, on-site teaching and organized trainees to visit some enterprises in Jinan comprehensive test area for new and old kinetic energy conversion.

The professional theories and real cases of the experts have benefited the trainees very much. They have a deeper understanding of the new and old kinetic energy conversion. They strongly felt that speeding up the conversion of old and new kinetic energy is an important strategic deployment to build a moderately prosperous society in all respects and build a socialist modernized country in an all-round way. It is not only a great opportunity, but also a major responsibility and a major challenge.
