--------The Forum on personnel management innovation of the National Academy of Social Sciences System was held in Jinan

In order to thoroughly study and implement the spirit of General Secretary Xi Jinpings speech at the National Organizational Working Conference and deepen the innovation of the think tank talent evaluation mechanism, the Forum on personnel management innovation of the National Academy of Social Sciences System was held in Jinan on July 6th. The conference was hosted by the Shandong Academy of Social Sciences(SASS). More than 100 leaders and experts from the Chinese Academy of Social Sciences(CASS), the Chinese Academy of Personnel Science, the Human Resources and Social Security Department of Shandong Province and other 31 social science institutes attended the conference.

The forum has two stages. In the first stage, Tang Zhouyan, vice Chairman of the Shandong Provincial CPPCC and Secretary of the Party Committee of the Shandong Academy of Social Sciences; Gao Jingzhai, deputy Director of the Personnel Education Bureau of the Chinese Academy of Social Sciences; Li Boping, the first-level inspector of the Human Resources and Social Security Department of Shandong Province delivered speeches respectively. Zhang Shucun, president of the Shandong Academy of Social Sciences, presided over the conference.

In the speech, Gao Jingzhai represented Xie Fuzhan, the secretary and president of the CASS, and Wang Jingqing, the deputy secretary and vice president of the CASS, congratulated holding of the forum and expressed his gratitude to the SASS for hosting this forum. He briefly introduced the main explorations, achievements and difficulties faced by CASS in the construction of the talent team, as well as the overall deployment and reform plan about the strategy of strengthening the CASS through human resource development and the Innovation Project 2.0. He said, investing the funds of innovation projects into the social insurance and housing fund, this raised the salary level of the whole CASS. Based on this, this year, CASS will speed up the formulation of the 1+Nreform plan. (1 is top-level design, N is a special reform) CASS will further strengthen the reform in the following five aspects: the introduction of high-end talents, the selection of members of the academic department, the strengthening of the employment assessment, the reform of salary and the establishment of an upgraded version of job training.

Tang Zhouyan expressed, the theme of this forum is to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech at the National Organizational Working Conference and deepen the innovation of the think tank talent evaluation mechanism. This year is the 40th anniversary of the establishment of the SASS. In the past 40 years, the reform and development of SASS have been in the same direction with the country's reform and opening up. Every development span cannot be separated from deepening reform. He briefly introduced the development process of SASS in the past 40 years and the reform priorities of each stage. Especially since the implementation of the social science innovation project in 2015, SASS has  explored and innovated in the reform of talent management and professional title system, released talent productivity. High-quality works increased by more than 50% in successive years, was selected into the first batch of high-end think tanks in Shandong Province and core think tank list of<AMI Research Report on the comprehensive evaluation of China's think tank (2017)>. Because of the innovative system of innovation project, it was awarded think tank Best Practice Case Management Award, grand prize in 2017 CTTI-BPA. He analyzed the new requirements for talent development and the new challenges of talent competition faced by local Academy of Social Sciences in the new era. He hoped that the experts would actively discuss, exchange ideas, continuously promote the innovation of personnel management systems and fully release the creativity and vitality of talents.

Li Boping introduced the main practices and achievements of the Human Resources and Social Security Department of Shandong Province in promoting personnel talent reform and policy innovation in recent years, fully affirmed the effect of the reform of the title system of SASS. He thought that the Talent evaluation selection and use mechanism of SASS has fully stimulated the enthusiasm and creativity of talents, promoted the construction of innovation projects and new think tanks. It is at the forefront of the province's reform. He hoped that the SASS would take this forum as an opportunity, closely connect with the leaders and experts engaged in personnel work in the social science system in and outside the province, recruit talents from all over the world,  strive to become a well-known forerunner of personnel reform and talent evaluation at home and abroad, create ideological highlands, academic halls and cradle of talents in the field of philosophy and social sciences.

Zhang Shucun said that this forum is closely related to the spirit of the just-concluded national organization working conference. This forum has great significance for firmly establishing the development concept of think tank development and talent first, promoting the development of philosophy and social science and building a new type of think tank with Chinese characteristics. SASS will conscientiously learn from good experience, vigorously implement the strategy of strengthening the talents, strengthen that talents lead the direction of development, continuously promote the innovation of personnel management system, and fully release the creativity and vitality of talents.

In the second stage, Zeng Fanyin, President of Anhui Academy of Social Sciences, presided over the conference. According to the agenda of the conference, Tang Zhimin, Secretary of the Party Committee of the Chinese Academy of Personnel Sciences, was invited to give an expert lecture on deepening the reform of the talent evaluation system. Subsequently, Wang Xingguo, deputy secretary of the Party Committee of SASS; Zhan Jifa, deputy secretary of the Party Committee of Heilongjiang Academy of Social Sciences; Wang Yumei, deputy secretary of the Party Committee of the Shanghai Academy of Social Sciences; Shi Qi, deputy director of the Tianjin Academy of Social Sciences; Tang Xianliang, member of the Party Committee of the Guizhou Academy of Social Sciences and the Party Committee of the Organ; You Aiqiong, Director of the personnel office of the Guangdong Academy of Social Sciences, respectively spoke at the conference. Participants from 31 local Academy of Social Sciences held a heated discussion on the system design, guarantee mechanism and assessment mechanism for talent classification evaluation.
