When General Secretary Xi Jinping visited Shandong, he put forward the requirement of "solidly promoting high-quality development". As a big province of economy and population, the overall situation, stage characteristics and practical needs of high-quality development in Shandong need to be deeply recognized. We should base on our own reality, and constantly guide the development subject to choose the competition mode and behavior with innovation ability as the core, and strive to build an innovation-driven system for high-quality development. 

The high-quality development connotation points out the problems that need to be solved and the main direction for the innovation-driven; The system and mechanism of innovation-driven need to be guided by high-quality development and highly compatible with the high-quality development connotation.

The connotation of high-quality development includes the quality improvement on both sides of supply and demand. It requires improving supply capacity and level, meeting the structured and comprehensive high-quality needs, and achieving a comprehensive improvement in the quality of the supply system.  

Adhering to high-quality development requires us to continuously promote high-end industrial upgrading, enhance technological innovation and competitiveness, promote green production methods, promote livable ecological environment, and achieve improvement of social and livelihood. High-quality development is also a high standard requirement, aiming at mutual support and mutual promotion between the industrial development system, the ecological development system and the human development system. High-quality development requires not only accelerating the innovative application and upgrading of emerging technologies and models, but also achieving synergistic innovation breakthroughs in many fields. High-quality development requires accelerating the application, diffusion and popularization of innovation results, as well as focusing on long-term goals to promote original innovation and independent innovation. High-quality development requires major breakthroughs in basic, common, core, and key technology innovations, as well as small and medium-sized technological innovations or relationship mechanisms and model innovations that are oriented toward terminalized service needs, broad scope of application, and strong social effects. In other words, in the face of major contradictions in the new era, high-quality development, on one hand, need to effectively solve the problem of comprehensive development, on the other hand, to effectively solve the problem of balanced development. The high-quality development connotation points out the problems that need to be solved and the main direction for the innovation-driven; The system and mechanism of innovation-driven need to be guided by high-quality development and highly compatible with the high-quality development connotation. 

At present, the proportion of traditional industries and heavy chemical industries in Shandong is relatively high, and the tasks of industrial upgrading should not be slack. The proportion of new industries, new technologies, new formats and new modes is relatively low. The scale and quality effects of the innovation field are not significant enough; Resource environment constraints development. The pressure of ecological protection and governance is greater. Many development subjects urgently need to save energy, reduce consumption and transform. There is a lack of integration and balanced development in urban and rural areas. The contradiction that affect the efficient operation of economy is urgently needed to be eliminated. High-quality development is a collaborative improvement system. Faced with many shortcomings, contradictions and constraints in the direction of high-quality development, we need to rely more on innovation-driven, rely on innovation capacity building to provide material technology support, new solutions and methods. Corresponding to the high-quality development connotation, the construction of innovation-driven systems needs to accelerate the systematic reform of the innovation field, optimize and improve relevant institutional mechanisms, adhere to the mechanism of ecological action, improve R&D talent allocation, R&D pilot support, improve intermediate support of result transfer and conversion, improve engineering and industrialization application of results and other elements and modules, form an efficient and synergistic operational mechanism, achieve a comprehensive improvement in the quality, efficiency and level of innovation. 

Innovation drives high-quality development, which needs to be combined with the actual development of the region. We should first achieve breakthroughs in key areas, which has large scale-driven effects, strong front-end leading role and broad-based promotion, drive "post-innovation" and "co-innovation" with "first innovation".

Therefore, we should combine resource conditions, industrial infrastructure advantages and regional strategic needs, promote the innovation breakthroughs in key areas, then lead the improvement of high-quality development system. Specifically speaking, first, we should take the economic advantages of marine resources; Second, we should make strong new manufacturing; Third, we should implement the rural vitalization strategy and develop modern agriculture; Fourth, we should seize the opportunity of building comprehensive test area for new and old kinetic energy conversion, unite various resource elements, and promote innovation-driven development in related fields. 

The prosperity of Shandong depends on the prosperous marine industry, and Shandong will be strong with the strong marine industry. We should grasp the leading edge and trends of global marine economic development, make full use of marine science and technology, marine talents and basic advantages of marine industry, which was formed after long-term accumulation. Combining with the construction of the innovation demonstration zone in Shandong Peninsula, we must form a leading advantage in marine space exploration and research, marine product extension, marine science and technology innovation, marine ecological integration and utilization, and marine industry model innovation. We should also enhance the supply of technology for marine industry upgrading and quality improvement, take the lead in developing the marine economy, and contribute to the Shandong model, case and experience for implementing the strategy of maritime power. 

In the field of new manufacturing, we should deepen the integration and innovation of new-generation information technology. Making use of the characteristics of manufacturing industry, which is large in scale, full in categories and large in number, we should give play to the self-organizing advantages of manufacturer enterprises in Shandong. These manufacturer enterprises are intelligent in interconnection, mutually beneficial in localization, symbiotic in ecologicalization. In order to adapt to the trend of coordinated production and personalized demand, we will accelerate research and development, application and diffusion in strategic areas such as Internet plus manufacturing, high-end computers and servers, and the Internet of Things, and achieve practical results in terms of improving manufacturing efficiency, saving energy and reducing costs. In the direction of innovation and development, we need to accelerate the integration of manufacturing and service, with superior products as the core and professional services as the periphery, create product technical service systems, provide comprehensive solutions, and form a competitive advantage in service-oriented manufacturing. 

Shandong is a large agricultural province. A large number of resource elements are in the rural areas. The full implementation of the rural vitalization strategy is the internal requirements to strengthen the stamina and fill in the shortcomings. The development requirements of industrial vitalization, talent vitalization, cultural vitalization, ecological vitalization and organizational vitalization provide a platform for the implementation of innovative development in rural areas. The integration of urban and rural development, the development of agricultural modernization require strong support for innovation and construction in the fields of technology, management and systems. In the process of promoting rural vitalization, the interaction of various innovative resources and elements in rural areas will also support the creation of an overall innovation-driven development atmosphere.

The construction of Shandong comprehensive test area for new and old kinetic energy conversion  provides a new platform and new carrier for innovation and development. The construction of the test area should focus on the leading role in relevant fields, give full play to the leading function and model effect, and promote regional development upgrading by improving capability and level of independent development, and provide demonstration and reference with methods. Through the forward-looking development of the industry, the test area must efficiently condense new resources and new elements; foster new powers and new mechanisms; realize the combination of new technologies, new industries, new formats, new models; innovate and explore in the direction of leading development.

It is necessary to inspire the pioneering consciousness from the spiritual and cultural level, strengthen the guidance of innovative spiritual culture from the aspects of education system, employment ecology, practical demonstration, social atmosphere, etc., and promote the great release of talent wisdom. 

At present, the innovation system has formed a pattern in which government departments, research institutes, universities and colleges, innovative enterprises, and scientific research individuals compete and cooperate with each other. It is good for the formation of collaborative innovative and diversified cooperation and integration mechanisms. However, it is also easy to generate barriers for circulation and trade between various types of innovation entities, resulting in the separation of the chain of innovation supply and demand.

Due to the risks and uncertainties of innovation, many companies lack the motivation, confidence and courage to develop and innovate. In reality, there are many "gap" or "distance" in the process of innovation from behavior, input, output to effectiveness. Specifically embodied in: first, there is a gap between financial input and innovation effectiveness. It also includes the gap between research achievements and actual transformation. Second, there is a distance between the research achievements and projects of institutes, universities and practical applications, and a distance between the invention patents and the real productive forces. Third, there is a distance  between industrial units and academic research units, that is, enterprises and universities, research institutes lack of smooth communication channels, it is difficult to form a cooperative mechanism of interest communities.   

Incentives for innovation and the construction of innovation chains require the guidance, coordination and coordination of the government. The government should give full play to the service efficiency in management approval, promotion of various types of subject cooperation, intermediary services, information and transaction services, establishment of associations, government procurement, demonstration and promotion. We should further strengthen the  innovation subject status of the enterprises; continuously promote the reform of the management mechanism and organizational model of research institutes, universities, etc.; and accelerate the establishment of an innovation system that is enterprise as the main body, market-oriented, and combines production, education, and research; form a high-quality development mechanism based on innovation. In order to adapt to the situation and requirements of market competition and demand changes, it is necessary to further expand the autonomy of R&D decision-making of innovation subjects, promote the standard, scientific and efficient decision-making of innovation subjects, and provide organizational guarantee for the coordination and cooperation of various innovation subjects. In the transformation and industrialization of results, it is necessary to strengthen the support and coordination role of the intermediary organizations, and establish a communication platform to promote exchanges and cooperation between the parties. 

The basic environment and elements are important support for implementing innovation-driven and achieving high-quality development. We need to create a basic environment for innovation-driven from areas such as intelligence, networking, and information, further improve the level of equalization of public service and infrastructure construction, promote the global, scale and social development of new-generation information technologies such as cloud computing, big data, Internet of Things, and mobile Internet. Focusing on the innovation-driven long-term mechanism, we must promote the transformation and upgrading of production factors to a higher level, and increase the contribution and proportion of new production factors such as knowledge, technology, information, network and human capital, continuously improve the allocative efficiency between production factors and enhance the integration between factors. It is necessary to promote deepening reforms in the field of education and training services, support the social development of vocational education and training institutions, and provide various talent resources for innovation-driven and high-quality development. We should promote the aggregation and flow of new resource elements from the mechanism design, and establish a sharing and assistance mechanism for technologies, information and talents in inter-regional and urban-rural areas. 

The groundbreaking spirit is the fundamental factor that determines the behavior of mass to innovate and start a business, and is the ideological endowment and motivation source of innovation and entrepreneurship. We must inspire the pioneering consciousness from the spiritual and cultural level, strengthen the guidance of innovative spiritual culture from the aspects of education system, employment ecology, practical demonstration, social atmosphere, etc., strengthen the cultivation of innovation and pioneering culture, encourage employers to improve work tolerance, attach importance to creativity of talents and inspire talents to innovate. We should provide comprehensive support in talent introduction, talent use, intellectual compensation, scientific research environment, etc., optimize the ecological environment for innovation and entrepreneurship, effectively develop and utilize talents resources, and form a talent cultivation and service system with innovation-driven as the core, promote the great release of talent wisdom.
